This PR adds an
announceinput to the cut workflow (default false; driving repos opt in): the cut creates the wave's announcement thread in the repository's Discussions (Announcements category) via GraphQL with the workflow's own token (discussions: write), cross-linked both ways with the tracking issue. The thread body explains the transition to integrators and carries the candidate-declaration template in a hidden HTML comment — at declaration time it gets filled in, prepended to the post, and posted as a comment (body = current state, comment = notification). The tracking issue no longer hosts any template; its declaration section points at the thread. Also fixes the resume check to treatpre.jsoninexitmode as not-in-pre-mode (mirroring the promote's check).
