What
Provide one shared policy that reminds after 90 inactive days and closes after 30 more, with clear exemptions and a way to resume the work. Start with this repository and carry the same policy through the remaining portfolio rollout.
Validation at 682e5c385e6732a108276e01ea6f0ce9e42901c9: the actual pinned actions/stale v11.0.0 passes 13 loopback issue/PR cases, covering the 90-day boundary, a new reminder without immediate closure, 29/31-day closure boundaries, activity recovery, protected labels/native types, and PR exclusion. The label-readiness guard passes its healthy case and rejects missing, mismatched and malformed definitions. Native hosted CI has now passed both the offline lifecycle job and the read-only reusable-workflow preview; the default-off invocation correctly runs no triage jobs.
The complete required catalogue credential graph remains read-only on executed CI paths. All repository baseline checks, managed label rendering/taxonomy controls, documentation parity, CI selection/wiring, shell validation and changed-component security scanning pass locally. The current released actionlint cannot parse GitHub's native $/ references (including the existing catalogue); YAML/security/source-binding checks and the successful native hosted calls provide the compatible validation here. The remaining full CI and independent current-head review still gate promotion.
This PR starts the repository-local pilot only. #806 remains the portfolio rollout record; managed-label convergence and immutable published-source adoption must precede activation of the remaining callers. Apply keep-open to #805 after that label definition lands.
Cleared 2026-10-29: Repair PR 801 merged as 737bb3b with verified v17.0.1 publication; current main also contains v17.0.2. Refreshing this branch and current-head validation.

**Blocker:** devantler-tech/.github#801 | upstream | last-verified 2026-10-29: Current-head stale lifecycle and read-only tests passed. Existing publication and disk-observation checks failed in run 40864678953; PR 801 already repairs both and has an outstanding current-head Codex request. Resume after that protected merge and a refreshed current-head validation.
At head 613ca8ebc881c91ada0ed0065e1909845444229c, CI 40864678953 passed the real offline lifecycle job and the read-only reusable-workflow preview. Both default-off jobs and the live branch of the read-only call remained skipped as intended. The tests include the approved 90/30 behavior, activity recovery, issue-type/label and pull-request exclusions, required deployed labels, and automation-owned issue protection.
Full CI remains red on the already tracked #800/#802 failures, covered by open repair #801; no review was requested over those failures. This PR remains draft and parked on that upstream repair. Source publication, label convergence, consumer adoption and actual live execution are still outstanding.
Two real consumer caller preparations are tracked separately in devantler-tech/monorepo#4667 and devantler-tech/go-template#458. Their local workflow/contract checks pass; their source pins and publication remain gated on the shared release. #806 stays open for the complete portfolio rollout.

## Golden rules (repo-specific)
- **Manage GitHub declaratively — never imperatively.** Org / repo / team / label configuration is
changed **only** by editing `deploy/` and shipping a PR. Do **not** use `gh api` writes or the
GitHub UI to change managed config: the `github-config` tenant reverts out-of-band drift, so an
imperative change is at best a no-op and at worst churns against the reconciler. (Reading via
`gh api` is fine; *writing* managed config is not.) Applying an **existing** label to an issue is
triage (content, allowed); creating or editing a label **definition** is config (declarative-only).
Unsupported provider surfaces use reviewed-main reconcilers: Actions execution policies live in
[`workflow-execution-policies/`](workflow-execution-policies/), and organization custom-property
schemas in [`custom-properties/`](custom-properties/). Their repository-owned apply workflows

Walkthrough
This change adds a shared stale-issue action and reusable workflow, plus a scheduled and manually dispatched pilot. The action supports an opt-in gate and dry-run mode, checks managed labels and an open-issue census, and applies a 90-day reminder and 30-day closure policy. The change adds the required labels, offline action and workflow tests, CI integration, and documentation.
Possibly related issues
Issue 806: Adds the repository-local pilot and shared implementation described as prerequisites for portfolio adoption.
Issue 807: Implements the requested shared action, reusable workflow, managed labels, default-off gate, and read-only validation.

### Maintaining the catalogue
**Validate before any PR:** `actionlint` on every changed workflow/action (else a thorough YAML parse); confirm `uses:` refs resolve and are pinned/aligned; check `inputs`/`outputs`/`shell:` are declared; for reusable workflows keep `on: workflow_call` inputs/secrets backward-compatible. No app build here — YAML correctness + pinning is the gate. Keep all remote actions pinned to full-length commit SHAs. Native `$/` self-references bind to the defining file's repository and exact commit; same-source actions and reusable workflows use this form. Retain source checkouts only where scripts or fixture data still need their files. Deliberately checked-out product-base validators must retain that different source identity. Follow the catalogue guide's self-reference rules; never weaken a security control to pass a check.

Review fixes are published at 794497142b612cd01958bab8c8ce54608cc68e61; all three inline findings are resolved. Both deployed-label guards and the actual pinned actions/stale loopback lifecycle pass, and zizmor reports no findings. The local actionlint 1.7.x parser rejects native $/ references; the workflow parses successfully and its native hosted execution remains the authoritative syntax proof.
The ancillary hardcoded-credential warnings refer only to the deliberately non-secret offline-fixture value consumed by a loopback-only stub with no network authority. The LanguageTool warning refers to a literal .github/workflows/... repository path, whose case must match the file. Both are false positives; neither is a credential or product prose defect.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
The two ancillary hardcoded-password-assignment-bash warnings in .github/tests/test-triage-stale-issues.sh at lines 41 and 76 repeat the same category, paths/ranges and normalized text already refuted at this unchanged head in the earlier resolution. They describe GH_TOKEN=offline-fixture, a deliberately non-secret sentinel consumed only by a loopback fixture stub with no live network authority. The fresh full review reports no actionable comments; its eleven additional comments are LGTM. No new body finding remains.
Ready at 794497142b612cd01958bab8c8ce54608cc68e61: native CI 40889052468 passed, including the actual pinned actions/stale offline lifecycle and the read-only reusable-workflow preview. It demonstrates the approved 90/30 boundary, delayed closure after a new reminder, activity recovery, protected types/labels, automation-owned lifecycle refusal and PR exclusion. Default-off calls and the preview writer branch remain skipped as intended.
The fresh full review is GREEN for this exact head; all three inline threads are resolved, and the two repeated fixture warnings are explicitly refuted. The base is current, the worktree is clean and session-owned, and the live health preflight is OK. All readable required gates pass; the configured native Code Quality rule is enforced by GitHub, whose current merge state is CLEAN.
Managed-label convergence and a real reviewed-main pilot execution remain post-merge acceptance gates for #807 and the wider rollout.

Why
Old issues can remain open indefinitely without a fresh decision, making the portfolio backlog harder to trust.
What
Provide one shared policy that reminds after 90 inactive days and closes after 30 more, with clear exemptions and a way to resume the work. Start with this repository and carry the same policy through the remaining portfolio rollout.
Part of #807
📦 New dependency: actions/stale — applies the shared inactivity policy.
