Audit, consolidate, and group the QP skill portfolio

Why

The portfolio audit found more public skills than independent outcomes, overlapping ownership, routing bloat, and a flat source layout that could not support selective installation. HTML reports also needed stronger visual and zero-context presentation rules.

What changed

• Reduce the public portfolio from 31 to 28 skills. Retire standalone tdd, simplify, and skill-portfolio-audit, while preserving their useful behavior under Alaga, QP Code Review, and Ko Skill.
• Keep ro-wo as the premise-testing owner and rename unknot to pare for repository-wide simplification audits.
• Group every skill into one exclusive source folder: Engineering 12, Design 7, Productivity 8, and Experimental 1.
• Add scripts/install.sh with --all, --engineering, --design, --productivity, and --experimental. Stable --all excludes Experimental.
• Remove retired identifiers only when the Skills CLI attributes them to quantipixels/skills; preserve same-named skills from other sources.
• Simplify Alarina into the canonical owner and mode router, and reconcile the public catalog with the grouped layout.
• Reduce Salaye to direct plain-language explanation and tighten boundaries among Arojinle, Amose, Atona, Alaga, Handoff, Olofofo, and Ayewo Igba Ise.
• Add Amose's exact-current CONTEXT.md contract and Alaga's snapshot-candidate.py helper for stable uncommitted-work snapshots.
• Make HTML Artifact request material missing input, explain results for a reader with no prior context, and choose purpose-fit visual structures instead of defaulting to paragraphs and tables.
• Add reusable system-theme, visual-foundation, carousel, report-disclosure, deep-link, and print-state assets. HTML verification remains opt-in, with no automatic browser or UI check.
• Compress repository maintainer instructions while retaining evaluation and provider-safety invariants.

This parent moves design skill directories as portfolio infrastructure. Design implementation, metadata cleanup, and design-routing changes remain owned by stacked child PR #9.

Verification

• Amoye UI/UX: 39/39 tests passed.
• Seda PR provider helper: 18/18 tests passed.
• Wo PR providers: 35/35 tests passed.
• Bash syntax and static shell analysis passed for the installer candidate.
• Skills CLI local discovery found Engineering 12, Design 7, Productivity 8, and Experimental 1.
• All skill metadata and Changeset frontmatter parsed.
• All JavaScript files passed syntax checks.
• Group structure and staged diff checks passed.
• The removed installer test script had passed against the unchanged installer before its intentional deletion.
• No HTML render, browser, or UI check was run, by explicit policy.
• Current base-to-head diff: 274 files, 1,803 additions, and 646 deletions. Most changed paths are source-folder moves.

Risks and review focus

• Retired public identifiers and moved source paths are breaking portfolio changes. Installed copies and direct source links must synchronize after release.
• The remote group installer URLs become usable only after these group folders reach ori.
• Confirm that moved TDD, maintainability, and portfolio-audit behavior remains reachable from its new owner.
• Review the exclusive group assignments, stable versus Experimental install boundary, and source-scoped retired-skill cleanup.
• Review Alarina's owner and mode selection.
• Review HTML Artifact's visual, accessibility, resilience, report-density, and zero-context rules.
• Confirm that design-specific behavior remains isolated to PR Harden design skill routing and token contracts #9 after stack reconciliation.
