feat(events): publish ref events into NATS JetStream - #25
Consumers such as CI pipelines, mirrors and notifiers each need their own durable, replayable view of ref events, which a single webhook endpoint cannot give them.
Keeping the resume point in the stream means the publisher writes nothing to the bucket, so walgit gains no extra state to keep consistent.
Running it from the normal walgit CLI keeps one binary to ship and operate, while the NATS client stays out of the server crate.
Medium Risk
New async infrastructure (JetStream publishing, multi-instance races, stream purge/dedup edge cases) and shared event wire format; core git push path is unchanged but misconfiguration or foreign messages on repo subjects can block catch-up for a repo.
Overview
Adds walgit nats, a standalone publisher that tails each repo’s WAL and writes the same ref events as the HTTP webhook bridge into NATS JetStream, with resume state on the last message per repo subject (no bucket events/cursor.json). Documents this as decision D50 in AGENTS.md.
Introduces walgit-events for shared RefEvent JSON, WAL→event conversion, and S3/GCS/manifest notification parsing; the server bridge now imports that crate instead of duplicating logic in events.rs / bridge.rs. walgit-nats handles connection/auth (NATS_* env), stream setup, per-repo catch-up with dedup/conflict handling, bucket notify subscriptions plus the existing sweep backstop, and a NATS microcatch-up service (no HTTP listener).
Configuration is [events.nats] (URLs, stream, subjects, queue group, start = oldest vs head). Workspace adds async-nats and related deps; CLI and integration tests cover auth, JetStream cursor semantics, and parity between webhook and JetStream sinks.

Walkthrough
This change adds the walgit nats command, which publishes WAL ref events to JetStream. It adds shared event conversion, NATS configuration and authentication, per-repository catch-up, notification and sweep wake-ups, and a NATS catch-up service. The existing server bridge now uses the shared event library.
The new shared library converts WAL entries to ref events and parses storage notifications. The server bridge uses the shared helpers instead of its local event and notification implementations.
NATS settings and message contracts crates/walgit-config/src/lib.rs, crates/walgit-nats/src/auth.rs, crates/walgit-nats/src/subject.rs, crates/walgit-nats/src/message.rs, crates/walgit-nats/Cargo.toml
Adds NATS settings and validation, environment-based authentication, repository subject encoding, message IDs and headers, and resume filtering.
The publisher reads each repository’s WAL and JetStream cursor, resumes from published events, and reports gaps or sequence conflicts. Integration tests cover catch-up, deduplication, stream changes, recovery, and repository recreation.

The CLI starts the NATS workers and handles shutdown. Notifications and periodic sweeps trigger catch-up; the NATS service exposes catch-up reports and counters. Integration tests and documentation cover the flow and configuration.

Merge Risk: Low · previous review 826f0
This adds a NATS JetStream sink with sound resume and dedup behavior. Two minor issues remain. A checkpoint gap can be counted and reported repeatedly, which inflates the gap metric and can prompt repeated backfills. The events documentation also points contributors to the wrong test location. Neither blocks merge, but both are worth fixing.

Line 4 says that the golden tests are in crates/walgit-server/src/{events,bridge}.rs. This PR moves the event-shape and notification-parsing tests out of those files. The tests are now in crates/walgit-events/src/lib.rs (ref_event_golden, manifest_object_names, conversion_emits_ref_skips_compact_noop_symbolic). A contributor who follows the doc will look in the wrong place for the normative tests.
