…policy Fleet strategist sweeps have repeatedly found duplicate PRs opening the same fix from different agents (issue #119). All previously-flagged duplicate pairs in this repo (#43/#112, #56/#114, #103/#116) are already closed or merged, so the remaining actionable item is codifying the convention: search existing open/closed PRs before implementing a fix, link or supersede duplicates instead of opening parallel PRs, and reference existing tracking issues for workflow-file fixes instead of opening new artifact-patch PRs. Fleet strategist sweeps repeatedly found duplicate PRs opening the same fix
from different agents across the fleet (up to 8 duplicate pairs across 4
repos as of the 2026-08-08 sweep). This adds an explicit, written convention
to
GOVERNANCE.md(and a pointer fromAGENTS.md) so agents check forexisting open/recently-closed PRs before implementing a fix, and supersede
rather than duplicate.
Status of the duplicate pairs flagged in this repo
All three endusers-repo pairs called out in the issue are already resolved
(closed or merged), so no PR-closing action is needed here:
