FRLG AutoStory stage 3: Route 3 and Route 4 maps, the Route 3 trainers, Gift RNG for the Magikarp, capture and PC steps, MART/TEACH/GRIND steps, the overworld sim with the walker regression tests, and the walk through Mt. Moon. This is one squashed commit whose tree equals frlg/mt-moon-story; it replaces #190, #191, #192, #193, #195, #202, #205, #208, #209 and #210, and will be split again for upstream.
